Board of County Commissioners Meeting Minutes - Draft September 20, 2016 <br />4. 16-723 Consideration of Amendments to Land Development Regulations (LDRs) Chapters <br />901 (Definitions), 911 (Zoning), and 971 (Specific Land Use Criteria) to Establish <br />Regulations for Medical Marijuana Treatment Centers (Legislative) <br />Attachments: Staff Report <br />background Article and 2016 ivledical Marrivana Constitutional <br />Amendment (Amendment 2) Ballot Language <br />Nlimltes from April 5 2016 BCC_hleetind <br />Indian River CouniV Pam Management Clinic 2016 Ordinance <br />2015 Planning Magazine Article "High and Lows in the Wake of <br />Legalization" <br />2014 Chart Comparing Proposed Medical Marijuana Regulations <br />(LDRs) <br />State hl�Lnluana Lav✓s Map and Background Article <br />Minutes from Auc ust 11. 2016 Planning & Zoning Commission <br />Meeji <br />Proposed LDR Amendment 2016 Ordinance <br />Director Boling provided background and analysis regarding the amendments to <br />Chapters 901, 911 and 971 of the Land Development Regulations (LDRs). <br />The Board sought and received information from staff regarding the proposed <br />amendments <br />The Chairman opened the public hearing. <br />Joseph Paladin, President of Black Swan Consulting and Entitlement, LLC, supported <br />the proposed ordinance. <br />Bob Johnson, Coral Wind Subdivision, opposed the amendments to the LDRs and <br />urged the Board to be cautious when establishing regulations for medical marijuana. <br />Lou Aprile, Citrus Springs, sought and received information from staff regarding the <br />cultivation, administration, and consumption of manjuana at a pain management clinics <br />and treatment centers <br />Wanda Scott, 4306 26th Avenue, asked that Gifford be considered for a medical <br />distribution center. <br />There being no additional speakers, the Chairman closed the public hearing. <br />A motion was made by Commissioner O'Bryan, seconded by Chairman Solari, <br />authorizing staff to bring the proposed Ordinance back to the Board for a second <br />final adoption hearing at the Board of County Commission meeting of October 11, <br />2016.
