Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects ManagerAo <br />Jesse Roland, Plans Reviewer <br />Subject: Pinson Subdivision Petition Water Assessment Project UCP #4126, Public Hearing and <br />the Adoption of Resolution No. III <br />BACKGROUND <br />On August 16, 2016, the Indian River County Board of County Commissioners (BCC) approved Resolution 1 <br />(2016-074) and Resolution II (2016-075). Since the adoption of Resolution I and II, staff mailed out certified <br />letters to the fifteen (15) property owners notifying them of the preliminary assessment roll and the <br />subject public hearing. Included in the letter was an invitation to an informal meeting held on August 31, <br />2016, at the Utilities conference room where project details and financing options were discussed. Two <br />(2) property owners, community leaders and staff from other departments were present at the meeting. <br />ANALYSIS <br />The project consists of 15 parcels benefitting from the water main extension. The parcels vary in size with <br />the average lot size being 0.162 of an acre. Out of the 15 benefitting parcels, one is zoned commercial and <br />is not part of the Pinson Subdivision plat. The remaining 14 parcels, according to tax records, are zoned as <br />follows: <br />• 2 vacant lots <br />• 12 single family residential lots <br />The BCC, in its capacity to oversee the assessment process, shall meet as the equalizing board to hear and <br />consider any and all support for, or complaints against, the proposed special assessments, and it shall adjust <br />and equalize the special assessments on the basis of justice and right according to Indian River County <br />Ordinance Chapter 206 (Special Assessments). <br />Staff has secured the FDEP permit and the Indian River County Right -of -Way permit for the subject project. <br />If the BCC authorizes staff to move forward with the project after the Public Hearing, then staff anticipates <br />the following schedule (please note that these dates are estimations and could be subject to change): <br />➢ Advertise for bids — October, 2016 <br />➢ Award Contract — December, 2016 <br />➢ Notice to Proceed —January, 2017 <br />➢ Substantial Completion — March, 2017 or 60 calendar days from NTP <br />➢ Final Completion — April, 2017 or 90 calendar days from NTP <br />➢ Final As -Built Resolution (Resolution IV) to BCC—June, 2017 <br />F:\Utilities\UTILITY - Engineering\Projects - Assessment Projects\OOOAssessments_2016_Proposed\PinsonSubdivision\Word Documents\Agenda 167 <br />Resolution_ill-Pinson_Su bdivisio n,09-7-2016.docx <br />
