The secretary administered the testimonial oath to those present <br />wished to speak at tonight's meeting on this matter. , <br />Mr. Bill DeBraal, Deputy County Attorney, asked the Commis is <br />to <br />reveal any ex -parte communication with the applicant or any confl, that would <br />not allow them to make an unbiased decision. The members sta d that they had <br />not had any ex -parte communication. <br />Mr. Ryan Sweeney, Senior Planer of Current evelopment, reviewed <br />information regarding the proposed planned devel ment (PD) and gave a <br />PowerPoint presentation, copies of which are oIle in the Board of County <br />Commissioners (BCC) Office. He recomme ed that the Commissioners <br />approve the PD plat/plan and recomme ed that the BCC approve the <br />conceptual PD plan and special except io approval for Orchard Park with the <br />conditions listed in the staff's report. <br />Mr. Emmons asked for and eceived clarification with regard to the Sunset <br />Provision on this development. <br />Mr. Geoffrey Bark , Schulke, Bittle & Stoddard, explained some of the <br />details of the project a answered questions from the Commissioners. <br />ON!/MnOTION BY Mr. Stewart, SECONDED BY Mr. <br />dnour, the members voted unanimously (5-0) to <br />approve staff recommendations on this Quasi - <br />Judicial matter. <br />Vice Chairman Brognano read the following into the record: <br />B. Consideration of Proposed Temporary Use Permit Regulations for <br />Farmers Market events in Gifford (sale of fruits, vegetables and food) <br />[Legislative] <br />Mr. Stan Boling, Community Development Director, reviewed information <br />regarding the proposed temporary use permit regulations and gave a PowerPoint <br />presentation, copies of which are on file in the BCC Office. He recommended <br />that the Commissioners recommend that the BCC adopt the proposed ordinance <br />with the conditions listed in staff's report. <br />Gifford resident Mr. Freddie Woolfork spoke in favor of the proposed <br />regulation.
