Brown, County Administrator C �\ <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager k <br />Subject: North Sebastian Septic to Sewer Approval of Cost Share Funding Agreement <br />DESCRIPTIONS AND CONDITIONS: <br />On August 20, 2013, the Indian River County Board of County Commissioners (BCC) approved Work Order No. 6 <br />with Masteller and Moler, Inc. (M&M) to provide professional services to investigate the feasibility of installing <br />centralized sewer services in the North Sebastian area. On February 11, 2014, the results of the study were <br />presented to the BCC, and they directed staff to present the findings to the City of Sebastian. Staff presented <br />the findings on February 12, 2014 to the City Council, and a workshop was held at the City of Sebastian <br />chambers on March 19, 2014. Staff also presented the information to the Friends of Sebastian River on <br />May 27, 2014. On October 21, 2014, the BCC approved Work Order No. 7 with M&M to provide professional <br />services for design, permitting and the preparation of construction plans. <br />The purpose of the subject agenda is to request the BCC's guidance and approval of the following item: <br />• Approve and execute the FY 16/2017 Cost Share Grant Agreement <br />ANALYSIS/ENGINEERING: <br />M&M evaluated four alternatives in the Sewer Feasibility study for the North Sebastian area. The study <br />recommended the gravity alternative as the preferred method for a centralized sewer system. The <br />construction of the centralized sewer in the north Sebastian area will be accomplished in a phased approach. <br />The commercial area east of US Highway 1 will be designed and constructed in the first phase. The BCC <br />authorized staff to pursue this project pending successful grant application. On this front, staff made <br />applications to multiple grant opportunities. In July 2016, the County was successful in securing a grant for the <br />FY 16-17 Cost Share Program administered by the St. Johns River Water Management District (SJRWMD). This <br />grant covers only 33% of the construction cost. Therefore, the remaining 67% of the construction cost, plus <br />bidding and construction phase assistance, must be funded via other sources. The proposed funding sources <br />are a combination of One Cent Sales Tax, Utilities Assessment Fund balances, and property assessments.
