RESOLUTION 2015- 022 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, APPROVING REVISONS TO THE <br />HOUSING CHOICE VOUCHER PROGRAM UTILITY <br />ALLOWANCE SCHEDULE. <br />WHEREAS, the United States Department of Housing and Urban Development <br />(HUD) requires annual review of utility costs to ensure that utility allowances given to <br />Housing Choice Voucher Program (formerly known as Section 8) participants are <br />reasonable and within regulatory compliance; and <br />WHEREAS, in order to assure fair utility allowances, in 2011, the Rental <br />Assistance Program retained an accounting firm, Yeager & Boyd, LLC, to study and <br />review rates for all types of utilities, electric, gas, water, sewer, propane, etc using <br />methodology analyzing consumption and utility rates by each housing type and <br />bedroom size which resulted in a written report; and <br />WHEREAS, the Indian River County Rental Assistance Program analyzed the <br />written report and established its Utility Allowance Schedule with revisions effective <br />October 1, 2011 in compliance with HUD regulations, and <br />WHEREAS, while Federal regulations require the Board to revise the Utility <br />Allowance Schedule if utility rates experience more than a 10% change, the Indian <br />River Rental Assistance Program has analyzed its utility allowances every year after <br />2011 and determined that no change was greater than 10% in utility rates; and <br />WHEREAS, changes in the Utility Allowance Schedule effective October 1, 2011 <br />are attached as Exhibit A; and <br />WHEREAS, the use of the Utility Allowance Schedule keeps the Indian River <br />County Housing Choice Voucher Program compliant with HUD regulations and in line <br />with current and past market conditions; and <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA THAT: <br />1. The Indian River County Board of County Commissioners accepts, <br />approves and adopts the Utility Allowance Schedule attached hereto, which became <br />effective October 1, 2011 and continues to be used by staff to determine individual utility <br />rate allowances in accordance with Housing Choice Voucher Administrative Plan <br />
