JUL <br />work out any problems in advance, sent out two sets of letters to <br />all the property owners, held a workshop, and taken many, many <br />hundreds of calls in the Planning Office, and this is the third <br />public hearing held on this issue. <br />Chairman Eggert recounted that at the last meeting Mr. Robert <br />Schlitt's property was discussed, and at that time the Board <br />directed staff to have available at tonight's meeting the <br />anticipated assessments related to his property. <br />Director Keating displayed a graphic and reminded the Board <br />that the issue that we are considering with Mr. Schlitt's property <br />is that the property had been rezoned to a 1 unit per acre zoning <br />designation when the Comprehensive Land Use Plan still allowed such <br />a designation. Subsequent to that rezoning, the Comprehensive Land <br />Use Plan was changed to 1 unit per 5 acres designation and Mr. <br />Schlitt's property was located outside of the new urban service <br />area boundary. Consequently with the 1 unit per 5 acres and Mr. <br />Schlitt having 5 acres, he was unable to split the property. The <br />Board of County Commissioners subsequently determined that Mr. <br />Schlitt had made certain efforts and had actually undertaken a lot <br />split process prior to the Comp Plan being in place; therefore, he <br />was grandfathered in for the one-time lot split. Presently the lot <br />is split; the southern portion is 3.75 acres and the northern <br />portion is 1.25 acres. Director Keating recalled that at the last <br />meeting Mr. Schlitt raised the issues of paving and utility <br />assessments that may be coming up. Director Keating showed on the <br />graphic that Mr. Schlitt's property is in the area west of Lateral <br />A, 66th Avenue, between 4th and 8th Streets just west of Pine Tree <br />Park Subdivision. No petition has been submitted to pave 66th <br />Avenue. There has been discussion of 66th Avenue being part of the <br />new Citrus Road but that is not certain at this time. If 66th <br />Avenue is part of the Citrus Road, it is anticipated that the <br />paving would be completely funded from other sources, so we expect <br />no assessments against property for paving. Director Keating <br />reported that Utilities Department staff have indicated they will <br />be putting water lines down 66th Avenue as part of the process of <br />complying with the Comprehensive Plan. He understood that the <br />water line will be placed in the area of 66th Avenue that is <br />contiguous to Pine Tree Park Subdivision, which is between 4th and <br />8th Streets. Utility Services Department staff have indicated that <br />the properties that are on the west side of 66th Avenue will be <br />assessed for the line extension charges related to the water <br />installation in that area.
