While the parcels proposed to be rezoned are located throughout the <br />county, most of these parcels are concentrated in five general <br />areas. These areas are: <br />c St. John's Marsh <br />O Agriculturally Designated Areas <br />0 Areas adjacent to the New Urban Service Area (USA) <br />Boundary <br />C Areas adjacent to Commercial/Industrial Node Boundaries <br />C The North Barrier Island Area <br />- St. John's Marsh <br />As depicted on the future land use map, the urban service area <br />divides the county into two zones. One is the undeveloped and <br />agricultural land area, while the other comprises land within the <br />Urban Service Area. Included among those land use designations <br />assigned to land located outside of the USA is the C-1, <br />Conservation Land Use Designation. <br />The C-1 District encompasses approximately 61,800 acres of the St. <br />Johns Marsh, and it includes only that land which is under public <br />ownership. As the name implies, the C-1 district limits land uses <br />to wildlife and natural resource management and recreation uses. <br />As such, the conservation designation precludes the development of <br />this property. The zoning district which corresponds to the C-1 <br />land use designation is Con -1, Conservation - 1 District (no <br />density permitted). The existing zoning for those parcels having <br />a C-1 designation is A-11 Agricultural - 1 (up to 1 unit/5 acres). <br />- Agricultural District <br />The Agricultural District encompasses over 187,000 acres. More <br />than 51,000 acres are located west of the marsh and used primarily <br />for cattle operations. Most of the nearly 95,000 acres located <br />between I-95 and the marsh are devoted to citrus, plant crops and <br />grazing. The remaining 41,000 acres are located east of I-95. <br />This land is largely undeveloped, with much of it used for citrus <br />production or pasture. <br />The development potential of much of the land within the non -urban <br />service area is severely limited by natural, man-made and economic <br />constraints. Many of the soils are poorly drained and within <br />floodplains. Where agricultural operations such as citrus or crops <br />exist, drainage improvements have been made; however, these <br />improvements are generally not capable of supporting. large scale <br />development. Few improved roads exist west of I-95. <br />Prior to the Stipulated Settlement Agreement (SSA) between the <br />county and DCA, all agriculturally designated land had a <br />residential density of one-unit/5 acres. During review of the <br />county's plan, DCA objected to this density and contended that the <br />county had allocated far more residential acreage than needed by <br />the year 2010, the planning horizon of the plan. <br />In order to reduce the over -allocation of residential land, the <br />county amended the future land use map by reducing the density for <br />the following agricultural areas: <br />C Agricultural land west of St. Johns Marsh was reduced to <br />a 1 unit/20 acre density <br />C Agricultural land between I-95 and the marsh (except for <br />the areas around Fellsmere and I-95/C.R. 512) was reduced <br />to a 1 unit/10 acre density <br />Agricultural land between I-95 and the Urban Service Area <br />boundary was assigned a 1 unit/5 acre density <br />5 <br />rJ L 21 J99 <br />"v f`Ai E t� <br />
