The County has been using the services of GFA International by piggy -backing off of a contract for <br />inspection services with the Town of Jupiter, and is also using the services of MT Causley for <br />supplemental inspections on a purchase order based upon an agreement executed by the Building <br />Division, dated March 13, 2014, and extended through September 30, 2017. Staff has also learned <br />that other counties that did go out for bids for supplemental inspection services have had to cancel or <br />abandon contracts as service providers have not been willing/able to abide by the contracts. <br />Due to the shortage of qualified inspectors that appears to be state-wide, staff is requesting Board <br />permission to waive the formal bidding process for fiscal year 2016/2017 for MT Causley, GFA <br />International, and other qualified supplemental providers as needed, and continue with purchase <br />orders this fiscal year as they will exceed the $50,000 limit imposed by County purchasing practices. <br />In addition, staff needs the Board to authorize the Purchasing Manager, after approval by the Budget <br />Office, to approve purchase orders and Change Orders for authorized firms up to the available <br />budgeted amount. <br />RECOMMENDATION <br />Staff recommends that the Board waive the bid process requirement for supplemental building <br />inspection services for the 2016/2017 fiscal year ratifying the agreement and amendments with MT <br />Causley and authorize Purchasing Manager, after approval by the Budget Office, to approve purchase <br />orders and Change Orders for authorized firms up to the available budgeted amount. <br />ATTACHMENT <br />1.
