Zito, Assistant County Administrator <br />Subject: Jake Owen Foundation's Request to Utilize Sampson Field to Support Charity <br />Event On December 9, 2016 <br />ISA%, &kNKV U 1N li' <br />The Jake Owen Foundation is requesting permission to utilize Samson Field at the 16th Street <br />Ballfield Complex in support of a charity event scheduled for December 9, 2016. The event is <br />known as the 10th Annual Jake Owen Foundation Benefit Concert — A Jake Owen Intimate <br />Performance at the Vero Beach High School Performing Arts Center. Prior to the performance, <br />the event organizers plan to invite approximately 150 guests to a VIP Reception under a tent at <br />Sampson Field. The request includes use of the grounds, ballfield lights, and permission to serve <br />alcohol from 4:30 p.m. to dusk. Although County Code Section 205.03 generally prohibits the <br />consumption of alcohol at recreational facilities, the limited use presented by this special event <br />seems appropriate for waiver. The applicant has agreed to comply with County Code Section <br />205.09(1) which sets forth criteria for permitting the consumption of alcohol at other designated <br />venues throughout the County provided that: <br />(a) The applicant holds all required state alcoholic beverage licenses; <br />(b) The applicant has made adequate plans, and is ready, willing and able to implement such plans, <br />for security or police presence; <br />(c) The applicant has obtained liability and any other insurance required by the county risk <br />manager, and has provided certificates evidencing such insurance, in amounts and all other <br />respects acceptable to the county risk manager; <br />(d) The applicant has met all other conditions determined by the department to be necessary to <br />protect the health, safety and welfare of the residents of Indian River County, in light of the <br />planned event or activity; and <br />(e) The applicant has paid the required fee as established by the department. <br />FAAssistant County Administrator\AGENDA ITEMS\2016\13CC 11 NOVEMBER 2016\BCC MEMO - Jake Owen Foundation Charity Event Dec <br />9-2016.doc <br />71 <br />
