Sec. 205.06. Litter officer. <br />The county administrator shall appoint, pursuant to Florida <br />Statutes Section 403.413, county litter enforcement officers, as <br />necessary, who shall be employees of the county parks and recreation <br />department. These employees shall qualify as law enforcement officers <br />for the purpose of enforcing Florida Statutes Section 403.413 and this <br />chapter. <br />Sec 205.07. Sale and consumption of alcoholic beverages at Sandridge <br />Golf Course. <br />Notwithstanding the provisions of section 205.03 (b) (28) , the sale <br />and consumption of alcoholic beverages shall be permitted at the Indian <br />River County Sandridge Golf Club. The sale of such alcoholic <br />beverages shall be permitted only by the vendor authorized by Indian <br />River County to sell alcoholic beverages at the Sandridge Golf Club. <br />No person other than the authorized vendor shall bring alcoholic <br />beverages into the Sandridge Golf -Club area. <br />Sec. 205.08. Festivals. <br />(1) No person shall stage, promote or conduct any musical or <br />entertainment festival in the unincorporated area of Indian River County <br />unless he shall first secure from the board a special entertainment <br />permit for said festival. <br />(2) The permit required by this section shall not be issued unless <br />the following conditions are met and the following plans submitted to the <br />board. <br />(a) A plan for adequate sanitation facilities and sewage disposal, <br />approved by the county health officer; <br />(b) A plan for parking facilities which are not within the area of <br />the festival and a plan for the transportation of the patrons <br />from said parking facilities to the festival area, approved by <br />the county administrator; <br />(c) A plan for adequate medical facilities, approved by the county <br />health officer; <br />(d) A plan for the provision of adequate security and traffic <br />control in and around the festival area, approved by the <br />sheriff of Indian River County; <br />(e) Full disclosure must be made by the promoters to the board <br />of the financial backing of the festival and the names of all <br />persons or groups who will perform at said festival; <br />(f) Any other reasonable condition set by the board in its <br />discretion. <br />(3) Under no circumstances shall any person, firm, corporation or <br />partnership operate any festival which will continue for more than one <br />eight (8) hour period without a twenty -for (24) hour rest period before <br />any continuation of the festival. <br />58 <br />
