1192 <br />CONDEMNATION DEMOLITION AND REMOVAL OF UNSAFE STRUCTURES <br />The Board reviewed the following memo dated 6/23/92: <br />TO: James E. Chandler <br />County Administrator <br />DATE: June 23, 1992 <br />SUBJECT: Condemnation, Demolition and Removal <br />of Unsafe Structures <br />THROUGH: Robert M. Keating, Director kAr— <br />Community Development Department <br />FROM: Ester L. Rymer, DirectoQO Building Division <br />It is requested that the data herein presented -lie given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of July 28th, 1992. <br />DESCRIPTION AND CONDITIONS: <br />The structures described in the attached detail have been condemned <br />and ordered repaired or removed. Said structures have been <br />inspected by staff, and are considered unsafe and detrimental to <br />the health, safety, and welfare of the general public. The owners <br />of the property were issued notices to repair or remove the <br />structures, and were advised of their right to appeal the <br />condemnation order before the Indian River County Building Code <br />Board of Adjustments and Appeals; condemnation cards were posted. <br />Since the owners have been notified that the referenced structures <br />are unsafe to occupy, the electrical power has been removed from <br />the units to prevent illegal occupancy. The owners of all <br />properties described herein have failed to bring the structures <br />into compliance with the Minimum Standard Housing Code. No owner <br />has appealed his condemnation order. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners declare <br />said structures a nuisance, and order the buildings demolished with <br />all related hazards and debris removed from the property by the <br />County Road and Bridge Department. <br />Staff further recommends that the Board adopt the attached <br />Resolution authorizing the Building Official to report the county's <br />demolition and debris removal cost for each structure to the County <br />Attorney for the preparation and recording of a lien to be placed <br />on the real property of the owner of each demolished unsafe <br />structure for the purpose of recovering the county's costs. <br />62 <br />
