Notice to owner of July 28th meeting by Certified mail, <br />postage prepaid, return receipt requested <br />Commissioner Scurlock didn't understand why our policy <br />triggers hookup to water and sewer when it comes to repairing <br />existing structures, such as having a new roof put on. <br />Director Rymer advised that she has a memo from Utilities <br />Director Terry Pinto regarding the County's policy on mandatory <br />hookup and payment of impact fees. When water and sewer become <br />available (the lines are in along the street), existing homes must <br />hook up and pay their impact fees before obtaining a building <br />permit for any major repairs or improvements, with the exception of <br />electrical and roofs. <br />Commissioners Scurlock and Bird felt we should have the <br />Attorney's Office research this because they didn't feel it is the <br />intent of this Commission to force people to pay impact fees in <br />these types of situations. <br />Chairman Eggert agreed that we should clarify our policy <br />formally, and Commissioner Scurlock was also concerned about small <br />businesses wanting to improve their structures without getting into <br />a lot of requirements, especially with regard to parking. <br />Chairman Eggert felt this is part of the frustration we are <br />feeling in the community. <br />Commissioner Scurlock didn't feel we should make it so <br />difficult for people to improve their structures which in turn <br />improves the community. In addition, he didn't think it was the <br />intent of the Commission to have the Code Enforcement Board used by <br />some people as a way to get revenge on their neighbors. <br />Chairman Eggert noted that is the reason we have the <br />Professional Services Advisory Board review this. <br />66 <br />
