improvements for the roads in Floral Park Subdivision, and Ranch <br />Estates Subdivision. This petition was received in June, 1992 and <br />supersedes the original petition. There are presently:23 homes in <br />Floral Park and Ranch Estates Subdivisions. Owners of 16 homes <br />have signed the petition making 70% of the property owners, who <br />actually live in the benefited area, and 37% of the total square <br />footage of the benefited area, in favor of having these roads <br />paved. They are also requesting an extension of the payment <br />schedule from 2 years to 5 years. <br />On February 25, 1992, at the regular meeting of the Board of County <br />Commissioners, the Board directed the Engineering staff to meet <br />with the property owners in the Floral Park and Ranch Estates <br />Subdivisions to discuss the above mentioned project and to see if <br />there was still an interest in having the roads in these <br />subdivisions paved if the costs could be contained to meet the <br />economic downturn. <br />An informal meeting was held in the Commission Chambers on April 8, <br />1992. Approximately 15 property owners were in attendance from the <br />Floral Park and Ranch Estates Subdivisions. A copy of the sign -in <br />sheet is attached. <br />At this meeting, the Engineering staff explained the preliminary <br />costs and how each homeowner is assessed. The original assessment <br />to pave these roads was $.25 per square foot, this was based on the <br />construction being performed by an outside contractor. Since <br />concern at this meeting revolved around the proposed water <br />expansion in this area, the homeowners felt the cost for paving and <br />drainage improvements, plus the possibility of a water assessment, <br />was too much to manage in these poor economic times. <br />The Engineering staff prepared another assessment roll reflecting <br />construction cost if the Road & Bridge Division were to perform the <br />construction using county equipment and the county's paving <br />contractor. <br />Another informal meeting was held on April 29, 1992, (a copy of the <br />sign -in sheet is attached) in the Commission Chambers, to discuss <br />the new costs. The assessment for the construction to be performed <br />by the Road & Bridge Division is approximately $.16 a square foot. <br />During this meeting, staff asked if someone would volunteer, and <br />circulate a new petition to see how many people would still be <br />interested in proceeding with the paving of these roads. All the <br />property owners were notified of the new costs for construction by <br />letter. Also at the meeting, the majority of those present wanted <br />to extend the payment schedule from two years to five years. They <br />also inquired, that if they could get a majority of the property <br />owners who lived in the neighborhood to sign the petition, could it <br />be brought befoZeP-the Board of County Commissioners -for a Public <br />Hearing. <br />Mr. Leonard W. Wilson, Sr. volunteered to circulate the petition <br />with the stipulation that the payment schedule would be extended. <br />A notice was attached to the petition that the homeowners are <br />requesting that the payment schedule be extended to five years. <br />A separate resolution will need to be adopted to hold a Public <br />Hearing to discuss the advisability, cost and amount of the <br />assessment against each property owner. <br />The Public Hearing has been scheduled for Tuesday, September 1, <br />1992 at 9:05 A.M. in the County Commission Chambers. <br />An assessment roll and plat has been prepared and filed with the <br />Clerk to the Board. <br />78 <br />J U L 28 1992 BODS( f, � � <br />
