Kafer, Jr. P.E. <br />County Engineer <br />Indian River County Engineering Division <br />1800 27th Street <br />Vero Beach, Florida 32960 - 0310 <br />RE: INDIAN RIVER COUNTY <br />SKEET AND TRAP PUBLIC SHOOTING RANGE IMPROVEMENTS <br />CONTRACT AMENDMENT/ADDITONAL SERVICES <br />ARCHITECT'S PROJECT NO 2013.04.1.2 <br />Dear Mr. Kafer, <br />We here by submit the following SKEET AND TRAP PUBLIC SHOOTING RANGE IMPROVEMENTS additional <br />services fees for Environmental Engineering Services for the Shooting Range Design change in scope of work, which will <br />modify our Owner and Architect Agreement dated July 09, 2013. <br />The scope of work for the Additional Services and the Additional Service Fees are as follows: <br />SCOPE OF SERVICES <br />Task 1- Environmental Resource Permit (ERP) Application <br />In coordination with the project engineer and planner, the Environmental Engineer will draft and submit an <br />application to the St. John's River Water Management District (District) addressing the proposed enhancements to the Indian <br />River County Public Shooting Range (skeet and trap, parking lot improvements, mulching the trails, etc.). As part of this <br />process, the District will forward a copy of the application to the Army Corps of Engineers (Corps). <br />Task 2- ERP Coordination <br />The Environmental Engineer will coordinate the wetland and natural resource related portions of the permit <br />through the District's review process. Coordination is expected to include meetings with agency personnel, site review <br />meetings, a cumulative impacts analysis, secondary impacts analysis, mitigation requirements, up to three responses to <br />agency requests for additional information and any necessary coordination with the Client. <br />Task 3 — Federal Coordination <br />The U.S. Army Corps of Engineers may require a separate Federal wetland jurisdictional determination to be <br />completed in the field. The jurisdictional evaluation may include additional field flagging and review of jurisdictional <br />wetlands based on the Federal criteria. In the event that the Corps determines there are Federal jurisdictional lands on the <br />property, a secondary review of the quality of the wetlands may be required. This task includes one field visit to determine <br />the Federal wetland jurisdictional limits. Environmental Engineer will evaluate the wetlands utilizing either Wetland Rapid <br />Assessment Procedure (WRAP), Unified Mitigation Assessment Methodology (UMAM). The WRAP and/or UMAM data <br />will be utilized to determine the amount of mitigation credits, if any, that will be required to offset any proposed impacts to <br />Federal wetland jurisdictional areas.
