Commissioner Bowman was opposed to supporting the designation <br />because of the dredging that would take place making it an <br />environmental disaster, but Commissioner Bird believed it was going <br />to be scrutinized to the hilt before it would be designated. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board by a vote of 3-1, <br />Commissioner Bowman dissenting, adopted Resolution <br />92-135, supporting the St. Lucie County Port and <br />Airport Authority's application for designation as a <br />U.S. Customs Port of Entry. <br />RESOLUTION NO. 92-135 <br />A RESOLUTION BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY <br />IN SUPPORT OF THE ST. LUCIE COUNTY <br />PORT AND AIRPORT AUTHORITY'S <br />APPLICATION FOR DESIGNATION AS A <br />U.S. CUSTOMS PORT OF ENTRY; <br />PROVIDING FOR DISTRIBUTION; <br />PROVIDING AN EFFECTIVE DATE <br />WHEREAS, the Port of Fort Pierce was created in 1921 and has been <br />operating as a deepwater port maintained by the U.S. Army Corps of <br />Engineers since 1935, and the St. Lucie County International Airport, <br />originally opened prior to the Second World War, has been handling <br />international cargo and passengers for almost 20 years; and <br />WHEREAS, the Port of Fort Pierce is one of the 12 deepwater ports <br />in Florida designated by Florida Statutes; and <br />WHEREAS, the Airport is currently in the process of a $25 million <br />land acquisition program and a Development of Regional Impact analysis <br />for future expansion, and the Port of Fort Pierce has recently won <br />Florida's Congressional Delegation and the Governor's endorsements for <br />a proposed $9 million Federal deepening project and $37 million local <br />expansion program to Aevelop a publicly owned port facility; and <br />WHEREAS, the U.S. Bureau of Customs has operated a full-time <br />Customs Station at the St. Lucie County International -Airport since <br />1980 serving the import and export needs of the airport and port; and <br />WHEREAS, the -four county region produces 90% of Florida's fresh <br />fruit, citrus by-products and other agricultural commodities exported <br />to the Bahamas, Europe and the Far East; and <br />NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA THAT: <br />SECTION 1: This body does hereby offer its full and complete <br />support to the application by St. Lucie County to be designated a U.S. <br />Custom's Port of Entry so that it may better serve the residents, <br />visitors and businesses in the Treasure Coast area, including Indian <br />River County. <br />41 <br />AUG o 41992 BOOK 8'J <br />
