® k4d i1w <br />INDIAN RIVER COUNTY ORDINANCE NO. 84-18 <br />AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, AMENDING SECTION 24-31 <br />THROUGH SECTION 24-67 OF THE CODE OF LAWS AND ORDINANCES <br />OF INDIAN RIVER COUNTY, FLORIDA, PROVIDING FOR <br />CONNECTIONS WITH WATERWORKS SYSTEM; CONNECTIONS WITH <br />SEWER REQUIRED; SEWER CONNECTIONS REQUIRE COUNTY WATER; <br />EXCEPTIONS TO CONNECTIONS; CONNECTIONS MAY BE MADE BY <br />COUNTY; DEFINITIONS; RATES AND CHARGES; IMPACT FEE, <br />EXPANSION POLICY; EXTENSION OF WATER AND SEWER SERVICES; <br />OFF-SITE WATER DISTRIBUTION AND SEWAGE COLLECTION <br />SYSTEMS; EXISTING AGREEMENTS; UNIFORM EXTENSION POLICY; <br />UNLAWFUL CONNECTION; UNLAWFUL CONSTRUCTION; CONNECTING <br />OLD PLUMBING; SANITARY REQUIREMENTS; DISPOSAL <br />REQUIDEMENT; STANDARDS FOR INSTALLATION OF SEPTIC TANK; <br />MAIL'zMANCE OF PLUMBING SYSTEM; PAYMENT OF FEES AND <br />BILLS REQUIRED; COLLECTION OF SEWER FEES WHERE OWNER HAS <br />COUNTY WATER SUPPLY; FAILURE TO MAINTAIN PLUMBING <br />SYSTEM; NO SERVICE FREE; SEPARATE CONNECTIONS FOR EACH <br />SEPARATE UNIT; WATER/SEWER FEES CHARGEABLE TO PROPERTY <br />OWNERS --COUNTY MAY BILL TENANT; BILLING CYCLE; WATER <br />CHARGES ON NEW CONSTRUCTION ACCOUNTS; DISCONTINUANCE OF <br />SERVICE FOR NON-PAYMENT; WATER AND SEWER EQUIPMENT IN <br />EXCLUSIVE CONTROL OF UTILITY DEPARTMENT; PERMIT REQUIRED <br />TO DRAW WATER FROM FIRE HYDRANTS; PROHIBITION AGAINST <br />DAMAGING EQUIPMENT; REQUIRED INSTALLATION OF BACK FLOW <br />PREVENTION DEVICES; POWER AND AUTHORITY OF INSPECTOR; <br />DISCHARGE OF WATER IN SANITARY SEWERS; PROHIBITING <br />DISCHARGE OF SPECIFIED WASTE AND WATERS INTO THE COUNTY <br />SEWERAGE SYSTEM; WATER SHORTAGE EMERGENCIES; WELL AND <br />LAWN SPRINKLER SYSTEMS; PENALTIES; REPEAL OF CONFLICTING <br />PROVISIONS; INCORPORATION IN CODE; SEVERABILITY; AND <br />EFFECTIVE DATE. <br />NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: <br />SECTION 1 <br />CONNECTIONS WITH WATERWORKS SYSTEM <br />Where the same shall be available, the owner of every <br />lot or parcel of land within the unincorporated portion of Indian <br />River County, hereinafter referred to as "County", shall (except <br />as limited by Section 3) connect, or cause the plumbing of any <br />building, or buildings thereon to be connected, with the County <br />waterworks system of Indian River County, Florida, or franchised <br />private utility system upon the approval of the system managers, <br />and use such facilities within two (2) months following notifica- <br />tion to do so by the Indian River County Utility Department. All <br />such connections shall be made in accordance with the rules and <br />regulations which shall be adopted from time to time by the Board <br />of County Commissioners of Indian River County, Florida, which <br />rules and regulations shall provide for a charge for making such <br />-1- <br />
