required to handle such materials at the sewage treatment plant. <br />(9) Any noxious or malodorous gas or substance capable <br />of creating a public nuisance. <br />B. Interceptors; when required, expense of maintaining. <br />Grease, oil, and sand interceptors shall be provided when, in the <br />opinion of the Utility Director, they are necessary for the proper <br />handling of liquid wastes containing grease in excessive amounts, <br />or any flammable wastes, sand, and other harmful ingredients. All <br />interceptors shall be of a type and capacity approved by the <br />County Utility Division, and shall be located as to be readily and <br />easily -accessible for cleaning and inspection. <br />Grease and oil interceptors shall be constructed of <br />impervious materials capable of withstanding abrupt and extreme <br />changes in temperature. They shall be of substantial construc- <br />tion, watertight, and equipped with easily removable covers which <br />when bolted in place shall be gastight and watertight. <br />Where installed, all grease, oil and sand inter- <br />ceptors shall be maintained by the owner, at his expense, in <br />continuously efficient operation at all times. <br />SECTION 36 <br />WATER SHORTAGE EMERGENCIES <br />This section shall be enforced from time to time by the <br />Board of County Commissioners at any regular or specially called <br />public meeting declaring that a water shortage emergency exists in <br />the County because of an impending condition and shall be enforced <br />until such time as the County Commission at a regular or specially <br />called meeting declares that the state of shortage no longer <br />s <br />exists. <br />A. Definitions. For the purposes of this section the <br />following terms, phrases, words, and their derivations shall have <br />the meaning given herein. When not inconsistent with the context, <br />words used in the present tense include the future, words in the <br />plural number include the singular number, and words in the singu- <br />lar number include the plural number. The word "shall" is always <br />mandatory and not merely directory: <br />(1) County is Indian River County, Florida. <br />-25- <br />
