Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: North Sebastian Septic to Sewer — Masteller & Moler Work Order No. 3 <br />DESCRIPTIONS AND CONDITIONS: <br />On August 20, 2013, the Indian River County Board of County Commissioners (BCC) approved Work Order No. 6 <br />with Masteller and Moler, Inc. (M&M) to provide professional services in regard to investigating the feasibility <br />of installing centralized sewer services in the north Sebastian area. On February 11, 2014, the results of the <br />study were presented to the BCC, and they directed staff to present the findings to the City of Sebastian (COS). <br />Staff presented the findings on February 12, 2014 to the COS city council, and a workshop was held at the COS <br />chambers on March 19, 2014. Staff also presented the information to the Friends of Sebastian River on <br />May 27, 2014. On October 21, 2014, the BCC approved Work Order No. 7 with M&M to provide professional <br />services for the design, permitting and preparation of construction plans. <br />The purpose of the subject agenda is to ,request the BCC's guidance and approval of the following item: <br />Approve Work Order No. 3 to provide contract specifications, bid documents, bidding services and <br />construction administration/observation services for the North Sebastian Septic to Sewer, Phase (- <br />Commercial Area. <br />ANALYSIS/ENGINEERING: <br />Staff requested, per the CCNA procurement guidelines, that M&M submit a proposal for bidding and <br />construction phase assistance services for the north Sebastian commercial area of Phase 1. On November 15, <br />2011, the BCC approved the Continuing Contract Agreement for Professional Services with M&M, and under <br />that contract, M&M submitted Work Order No. 3 to perform the work outlined above. The total negotiated <br />cost, including the bidding and construction phase services, is a lump sum amount of $125,270.00. The <br />estimated construction cost for the commercial area of the Phase 1 centralized sewer system is approximately <br />$1,967,394.70. The work order is separated into three tasks, specifically identified as: <br />Task A — Contract Specifications and Bid Documents <br />Task B — Bidding Services <br />Task C — Construction Administration/Observation <br />Approximately eighty percent (80%) of the total cost is allocated for the proposed work under Task C, which will <br />only be paid if the project moves to construction. <br />Page 1 of 2 <br />C:\Users\GRANIC-1\AppData\Local\Temp\BCL Technologies\easyPDF 7\@BCL@78052CBF\@BCL@78052CBF.doc <br />P162 <br />
