BOOK E <br />She was sure that the LAAC Board's final decision will hold up when <br />it is presented to the community because those same components of <br />the community are represented on the committee. Ms. Brown thought <br />it was unfortunate that all the work of the first entire year of <br />the committee was not presented in the newspaper in terms of <br />criteria. The newspaper reported that there was a plan to <br />prioritize the list, or that the list was not prioritized. Ms. <br />Brown stressed that the object of that first year's work was to <br />decide how the list would be prioritized, and the document which <br />was adopted by the Board of County Commissioners represents how we <br />propose to do that. Ms. Brown felt the entire community should <br />know more about the process; then they will ham more confidence <br />that this is not a pig -in -the -poke. <br />Commissioner Bowman asked what alternative language would be <br />appropriate to follow 1120 years." <br />Commissioner Scurlock thought that "not to exceed $26 million" <br />was appropriate because that does not say we are required to spend <br />that amount, but that it is potentially available. He felt that <br />retaining the length of 15 years would make the Board responsible <br />not to issue debt in excess of what the millage would support. He <br />felt the rest of the language was acceptable. <br />Commissioner Bowman mentioned the sums that Brevard and Martin <br />Counties received from the Preservation 2000 Fund and stressed the <br />importance of having something we can offer to the CARL committee <br />when it meets in December, because we are not getting our fair <br />share of the Preservation 2000 Fund. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously (3-0, <br />Commissioner Bird abstaining because of a conflict <br />of interest and District #4 Commission Seat Vacant) <br />adopted Resolution No. 92-146 authorizing the <br />issuance of General Obligation Bonds or Notes of <br />Indian River County, Florida as follows: <br />18 <br />
