CHAST (I <br />AND STAFFED MANAGER OF ASS S NT PROJECTS <br />BY: DEPARTMENT OF ITY SERVICES <br />SUBJECT: GLENDALE LAKES WATER SERVICE PROJECT RESOLUTION III <br />INDIAN RIVER COUNTY PROJECT NO. UW -92 -11 -DS <br />BACKGROUND <br />On July 21, 1992, the Indian River County Board of County <br />Commissioners approved Resolution I (92-106) and Resolution II <br />(92-107). Resolution I contained the preliminary assessment roll <br />describing the project and cost. Resolution II set the date of the <br />public hearing for the subject project. Property owners have been <br />notified of the public hearing by certified mail. Resolution I <br />(92-106) was published in the Vero Beach PRESS JOURNAL on July 27, <br />1992. (See attached agenda item and minutes of the above meeting.) <br />A letter has been received objecting to the assessment amount, a <br />copy of which is attached. <br />ANALYSIS <br />Design of the water distribution system is complete. An <br />informational meeting was held with the property owners on July 28, <br />1992. The project will serve 66 platted and 6 non -platted parcels. <br />With the exception of 5 platted lots slightly exceeding .50 acres, <br />the remaining 61 platted lots (92%,) in this project are substandard <br />or "undersized," according to Indian River County's Comprehensive <br />Plan and the County Public Health Unit, Division of Environmental <br />Health. New lots utilizing well and septic systems must be a <br />minimum of one-half acre in size. Lots not meeting these minimum <br />standards are called "undersized lots." Approval of the attached <br />Resolution III wftl' confirm and approve the preliminary assessment. <br />The attached map displays the area to benefit from the assessment <br />project. The total estimated cost to be assessed is $176,219.75, <br />and this equates to a cost per square foot of $0.134863. This <br />project is to be paid through the assessment of property owners <br />along the proposed water line route. In the interim, financing will <br />be through the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III,. -•which affir~s <br />the preliminary assessment on the subject project. <br />33 <br />BOOK <br />d W2 <br />
