ELA <br />DOUGLAS SCHOOL LEASES <br />The Board reviewed the following memo dated 8/18/92: <br />TO: Board of County Commissioners DATE: August 18, 1992 FILE: <br />THR_IJ: - James Chandler �� <br />County Administrat r <br />SUBJECT: Douglas School Leases <br />'I <br />FROM: Randy Dowling EFERENCES: <br />Ass t. to County Administrat.P <br />County staff received a letter from Ervin Cartwright, Vice -President of the <br />Wabasso Progressive Civic League, requesting the County to remove the Title XX <br />child day care center, a center sponsored by Agricultural and Labor Program, <br />Inc. (ALPI ), from the Douglas School cafeteria because of APLI's encroachment <br />upon the cafeteria for their programs. <br />Staff found three leases and one license agreement connected to the Douglas <br />School complex, a county -owned property. Briefly, on January 8, 1986, Indian <br />River County leased the entire Douglas School complex to the Economic <br />Opportunities Council (EOC) for 20 years. On November 25, 1986, the County <br />incorrectly tried to lease the Douglas School cafeteria to the Wabasso Progressive <br />Civic League (WPCL) for 20 years. This November 25, 1986 lease is invalid <br />because the County had no right to lease the cafeteria to the WPCL because the <br />County had already leased the cafeteria to the EOC. On February 27, 1988, the <br />EOC subleased space at the Douglas School to the Agricultural and Labor <br />Program, Inc. for a Title XX child day care center for five years, apparently <br />without the required expressed consent of the County. To correct the <br />overlapping lease problem concerning the cafeteria, the EOC on April 6, 1988 <br />granted a license to the WPCL for use of the cafeteria building. <br />The April 6, 1988 license states that the EOC grants the WPCL a revokable <br />license to use the cafeteria building and that the license may be revoked by the <br />EOC for any reason on 30 days notice. It seems that the WPCL is at the mercy <br />of the EOC. <br />I have expressed these facts to Mr. Cartwright in letter for <br />his organization, the WPCL, and the EOC come to a mutually <br />this problem.
