CHAST <br />MANAGER OF ASS T PROJECTS <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: GLENDALE LAKES SUBDIVISION AND NEIGHBORING <br />PROPERTIES <br />INDIAN RIVER COUNTY PROJECT NO. UW -92 -11 -DS <br />BACKGROUND <br />The August 18, 1992 public hearing for the above -referenced project <br />was continued until September 1, 1992 by the Board of County <br />Commissioners and requested -the Utilities Department to review the <br />Gallagher and Earman proposed assessments. <br />ANALYSIS <br />The Gallagher property was reviewed without recommendation of <br />adjustment in the assessment. <br />With the August 18 public hearing to be continued on September 1, <br />the Earman property (Parcel I.D. No. 09 33 39 00001,D160 00004.0) <br />was reviewed with the Planning Department. <br />The north 264.031± along the west side of 46th Avenue is not likely <br />buildable due to 25 -foot setbacks, front and rear. Also, all septic <br />tanks must be at least 75 feet from water/lakes. <br />Deleting the non -buildable area in the amount of 40,405 square feet <br />from the original proposed assessment of 138,284 square feet would <br />reduce the assessed area to 97,879 square feet (approximately 2.25 <br />acres). This would reduce the Earman property assessment by <br />$5,027.97 and increase the other properties in the assessment as <br />shown on the attached schedule. <br />RECOMMENDATION <br />Analyzing the portion of the property not likely buildable, and in <br />consideration that the Earman family have offered to provide a deed <br />restriction which would not allow further development, if the Board <br />of County Commissioners decides upon this adjustment in the <br />assessment, the Department would recommend such deed restriction. <br />The effect on the attached assessment roll is as follows: <br />The Earman property assessment: Original <br />Revised <br />Total project assessment: <br />Original net square footage to be assessed: <br />Revised net square footage: <br />Original cost per square foot: <br />Revised cost per square foot: <br />31 <br />Fp 92 <br />$18,649.39 <br />$13,621.43 <br />$176,219.75 <br />1,306,660 <br />1,266,255 <br />$0.134863 <br />$0.139166 <br />BOOK 87 PAGE 436 <br />
