BOOK 87 FACE 443 <br />The Vice Chairman opened the public hearing and asked if <br />anyone wished to be heard in this matter. <br />The following property owners in Floral Park and Ranch Estates <br />Subdivision were opposed to the assessment for paving the roads: <br />Godfrey Gipson, 4136 57th Court, stated that paving was <br />requested some 9 years ago, when the economy was in a stable <br />condition, whereas at this time some of the property owners are out <br />of work, some have retired, and the economic situation is bad. He <br />pointed out that the most recent petition had the names of 15 home <br />owners, but there are other home owners and lot owners who are <br />opposed to the petition paving and who will have to pay the <br />assessment if this is passed. He also objected to several exempted <br />properties. Mr. Gipson stated he had a petition asking that this <br />project be delayed until times are better for the people. He <br />clarified that the petition he was submitting did not come from the <br />home owners' association but rather from individual home owners and <br />was a result of discussions between home owners and County staff <br />and staff's request for a more current petition. <br />Joyce Broxton, 4325 57th Court, speaking for herself and her <br />husband Donald, agreed we all want improved streets but, they feel <br />this assessment would put too much of a burden on her family's <br />financial condition. <br />Teresa Henderson, 4135 57th Avenue, stated that she is semi- <br />retired and in ill health and would have no way of paying the <br />assessment. <br />Dupree Dawkins, 5636 42nd Street, stated that he has two <br />children in school and cannot afford this assessment. <br />William Wilson, 4116 57th Court, objected to exempting the <br />commercial property because no matter which side of the road, that <br />owner is going to receive benefit from the paving. Mr. Wilson <br />wanted to delay the project because of the bad economic times. <br />Annie Jenkins, 4520 38th Court in Gifford, owner of property <br />in the subdivision, was concerned that people are not able to pay <br />for the project. <br />Arthur James Harris, 1850 38th Place, representing lots 11 and <br />12 in Ranch Estates, urged the Board to defer the project. <br />Hazel Hudson, 4255 57th Avenue, speaking for herself and her <br />husband, Harry, stated they have lived there for over 19 years and <br />have no problem getting into their house. Her main objection was <br />that the assessment is too high and she asked whether staff could <br />work on lowering that assessment. <br />The following property owners in Floral Park and Ranch Estates <br />Subdivision were in favor of the assessment for paving the roads: <br />38 <br />
