FF- <br />� 4 u I q q'l <br />BOOK 87 PAGE 463 <br />County Attorney Charles Vitunac advised that state law, the <br />Marine Mammal Protection Act, prohibits removal of porpoises from <br />the Indian River Lagoon. <br />Vice Chairman Bowman thought we should bring that to <br />Commissioner Hurchalla's attention and requested that the County <br />Attorney research that point. <br />Environmental Lands Management III (ELM) <br />Community Development Director Bob Keating announced that he <br />was requested by Commissioner Eggert to present this item in her <br />absence. <br />Director Keating explained that this is a request for the <br />Board to approve an expenditure to match federal funds to receive <br />a federal grant. Staff and the overall Economic Development <br />Committee have addressed the issue of economic development, and <br />because of the recession and hard times, we have been researching <br />potential sources of revenue. Allen Campbell of the Council of 100 <br />and staff have been in contact with the federal government to <br />determine grant possibilities, and the federal people have <br />suggested that there is money available. The first step the County <br />needs to take is to do a study and better define our problems and <br />there are some grant funds that are available to do this study. <br />The federal people have suggested a total grant in the neighborhood <br />of $33,000, with the County's share to be $8,000 of that. They <br />said that by doing the study the County would be eligible for <br />certain kinds of grants which would be beneficial in our economic <br />development plans. <br />Commissioner Scurlock asked whether these funds were available <br />from tourist tax dollars. <br />Administrator Chandler advised that tourist tax funds would <br />not be applicable for this type of grant and that the funding would <br />come from the general fund contingency. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (3-0, <br />Chairman Eggert being absent) approved the <br />expenditure of $8,000 for a study to define our <br />economic problems, as recommended by staff. <br />SOLID WASTE DISPOSAL DISTRICT <br />Vice Chairman Bowman announced that immediately upon <br />adjournment the Board would reconvene sitting as the Commissioners <br />of the Solid Waste Disposal District. <br />Those Minutes are being prepared separately. <br />58 <br />
