Board of County Commissioners Meeting Minutes - Final January 24, 2017 <br />A motion was made by Commissioner Solari, seconded by Chairman Flescher, to <br />approve Resolution 2017-004, providing for a water main extension from 699 S. Easy <br />Street to and including 774 S. Easy Street; 193 Chello Avenue to and including 209 <br />Chello Avenue; 100 Becker Avenue to and including 109 Becker Avenue; 100 Charles <br />Avenue to and including 108 Charles Avenue; 738 Holden Avenue to and including <br />786 Holden Avenue; and 800 Holden Court to and including 807 Holden Court, within <br />the subdivision of Collier Creek Estates, Phases 1, 3, 4, 5 and portions of Phases 2 <br />and 6, located within the City of Sebastian, in Indian River County, Florida; providing <br />the total estimated cost, method of payment of assessments, number of annual <br />installments, and description of the area to be served. The motion carried by the <br />following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Solari, and Commissioner Zorc <br />A motion was made by Commissioner Solari, seconded by Chairman Flescher, to <br />approve Resolution 2017-005, setting a time and place at which the owners of <br />properties from 699 S. Easy Street to and including 774 S. Easy Street; 193 Chello <br />Avenue to and including 209 Chello Avenue; 100 Becker Avenue to and including 109 <br />Becker Avenue; 100 Charles Avenue to and including 108 Charles Avenue; 738 <br />Holden Avenue to and including 786 Holden Avenue; and 800 Holden Court to and <br />including 807 Holden Court, within the subdivision of Collier Creek Estates, Phases 1, <br />3, 4, 5 and portions of Phases 2 and 6, located within the City of Sebastian, in Indian <br />River County, Florida; and other interested persons, may appear before the Board of <br />County Commissioners of Indian River County and be heard as to the propriety and <br />advisability of constructing the water main extension, as to the cost thereof, as to the <br />manner of payment therefor, and as to the amount thereof to be specially assessed <br />against each property benefited thereby. The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, Commissioner <br />Solari, and Commissioner Zorc <br />12.6.2 17-0086 Westlake Estates Subdivision Petition Water Assessment Project, Request <br />for Authorization for the Department of Utility Services to Proceed with <br />Engineering Design Services and Retain Carter and Associates for <br />Surveying Services <br />Recommended Action: Staff Recommends the Board of County Commissioners approve Work Order No. 1 <br />with Carter and Associates, Inc., Authorize the Chairman to execute the same as <br />presented, and Authorize staff to move the project to the Design Phase. <br />Attachments: Staff Report <br />Preliminary Petition <br />Location Map <br />Work Order No. 1 <br />Director Burke recapped his memorandum regarding the 18 residential lots in <br />Westlake Estates Subdivision that would benefit from the proposed water main. <br />He requested approval to move forward with Work Order No. 1, for surveying and <br />mapping services, since 15 of 18 petitions were received from lot owners in support <br />of the project. <br />Indian River County Florida Page 7 <br />
