December 20, 2016 <br />Mr. Jason Brown, County Administrator <br />1801 27th Street <br />Vero Beach, FL 32960 <br />Dear Mr. Brown, <br />As you know our dunes sustained significant damage as a result of Hurricane Matthew and therefore, <br />the Town of Orchid plans to complete a dune repair project. This project is being done. in accordance <br />with Indian River County Field Permit Number IR -17 -CO No. 1, pursuant to the Florida Department of <br />Environmental Protection Emergency Final Order — OGC No 16-1319. The scope of the project is to place <br />up to 16,500 cubic yards of sand along Orchid to replace a portion of our lost dunes. <br />As Orchid no longer has an access point to bring in sand to the beach, the Town respectfully asks your <br />permission to use the access at Golden Sands Beach Park. We would like to begin the project <br />immediately and have it completed no later than February 28, 2017. To avoid potential conflicts, use of <br />the access would be coordinated with the County's proposed dune repair project at Golden Sands Beach <br />Park. <br />The Town of Orchid's beach is part of the Sector 3 which is an engineered beach. The project <br />undertaken by Indian River County for the emergency dune repair has provisions in County Bid # <br />2017.018 that allows Orchid to obtain the services of the successful bidder for the repair of our dunes, <br />Co -Operative Purchasing (page 7 of 41). It is our understanding that if the Town were to become <br />eligible for the reimbursement of its project costs from FEMA there would need to be a Memo of <br />Agreement (MOA) between the Town and the County allowing the Town to use the Counties procured <br />contract.
