I-RJD then controls planning, zoning, land <br />use and forces local municipalities to join a region. Lawsuits by the <br />Department of Justice will ensue following a compliance review. <br />Florida statute 123, Chapter 186.507 charges Regional Planning Councils <br />with adopting strategic policy plans that address affordable housing. By <br />using grants that contain the AFFH. rule, local communities are now <br />controlled by the RYC's and the AF'FI-1 federal mandates. <br />Amendments to existing legislation must include the prevention of. the <br />Department of Housing and Urban Development (IIt,D) from implementing <br />the Affirmatively Furthering Fair Housing (AFFH) rule. <br />Statistics: Statistics show that in August, 2015 a developer in Rockford, <br />Illinois proposed 69 affordable housing units. The town council, the county <br />Board and the public decided to build 49 units instead. HUI) responded with <br />a compliance review for failure to affirmatively further housing with a threat <br />to refer the case to the Department of Justice. The local council and Board <br />reversed their vote. <br />The landmark case in Westchester county, NY arose when I IUD mandated <br />that 750 affordable housing units be developed in the community. HUD <br />attempted to dismantle local land use control and zoning ordinances by with <br />holding grants.
