Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />/� 6� <br />Subject: Westlake Estates Subdivision Petition Water Assessment Project, Request for <br />Authorization for the Department of Utility Services to Proceed with Engineering <br />Design Services and Retain Carter and Associates for Surveying Services <br />DESCRIPTIONS AND CONDITIONS: <br />The Indian River County Department of Utility Services (IRCDUS) has received a valid preliminary petition <br />(see Attachment 1) from the property owners of Westlake Estates Subdivision (see Location Map, <br />Attachment 2) requesting that the county supply potable water to their subdivision. Staff is now seeking <br />authorization to begin engineering design and retain Carter and Associates, Inc., (Carter) to provide <br />surveying services necessary to prepare detailed construction plans for the public bidding process. <br />ANALYSIS: <br />Although the Westlake Estates Subdivision has 21 residential lots, only 18 lots would benefit from the <br />proposed water main. The one parcel situated in the middle of the subdivision is a stormwater tract, and <br />the other two parcels within the subdivision front 74th Avenue and are currently connected to county <br />water via the existing water main along 74`h Avenue. Therefore, these three parcels were excluded from <br />assessment area. Signed petitions were received from 15 of the 18 residential lots, or 83.33% of the <br />property owners. The preliminary estimate of the project cost is approximately $110,000. That may be <br />subject to change once a detailed design is complete. Carter, as part of the CCNA-2014 extension and <br />amendment, submitted Work Order No. 1 (see Attachment 1) for a lump sum amount of $11,670.00 for <br />surveying services for the Westlake Estates Subdivision water assessment project. <br />FUNDING: <br />Funds for this project are derived from the Assessment Fund. Assessment Fund revenues are generated <br />from connection fees paid by the benefitting property owners.
