Time and Place (Second Resolution) <br />RESOLUTION NO. 2017- <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, SETTING A TIME AND PLACE <br />AT WHICH THE OWNERS OF PROPERTIES FROM 699 S. EASY <br />STREET TO AND INCLUDING 774 S. EASY STREET; 193 CHELLO <br />AVENUE TO AND INCLUDING 209 CHELLO AVENUE; 100 BECKER <br />AVENUE TO AND INCLUDING 109 BECKER AVENUE; 100 <br />CHARLES AVENUE TO AND INCLUDING 108 CHARLES AVENUE; <br />738 HOLDEN AVENUE TO AND INCLUDING 786 HOLDEN AVENUE; <br />AND 800 HOLDEN COURT TO AND INCLUDING 807 HOLDEN <br />COURT, WITHIN THE SUBDIVISION OF COLLIER CREEK ESTATES, <br />PHASES 1, 3, 4, 5 AND PORTIONS OF PHASES 2 AND 6, LOCATED <br />WITHIN THE CITY OF SEBASTIAN, IN INDIAN RIVER COUNTY, <br />FLORIDA; AND OTHER INTERESTED PERSONS, MAY APPEAR <br />BEFORE THE BOARD OF COUNTY COMMISSIONERS OF INDIAN <br />RIVER COUNTY AND BE HEARD AS TO THE PROPRIETY AND <br />ADVISABILITY OF CONSTRUCTING THE WATER MAIN <br />EXTENSION, AS TO THE COST THEREOF, AS TO THE MANNER OF <br />PAYMENT THEREFOR, AND AS TO THE AMOUNT THEREOF TO BE <br />SPECIALLY ASSESSED AGAINST EACH PROPERTY BENEFITED <br />THEREBY. <br />WHEREAS, the Board of County Commissioners of Indian River County has, by <br />Resolution No. 2017- , determined that it is necessary for the public welfare of the <br />citizens of the County, and particularly as to those living, working, and owning property <br />within the area described hereinafter, that a waterline be installed from 699 S. Easy Street <br />to and including 774 S. Easy Street; 193 Chello Avenue to and including 209 Chello Avenue, 100 <br />Becker Avenue to and including 109 Becker Avenue; 100 Charles Avenue to and including 108 <br />Charles Avenue; 738 Holden Avenue to and including 786 Holden Avenue; and 800 Holden Court <br />to and including 807 Holden Court, within the subdivision of Collier Creek Estates, Phases 1, 3, <br />4, 5 and portions of Phases 2 and 6, located within the City of Sebastian, in Indian River County, <br />Florida, to serve 141 parcels ("Improvements"); and <br />WHEREAS, as access to water provides an equal benefit to each property served, <br />the assessment will be equal per parcel; and <br />WHEREAS, it has been determined that the cost to be specially assessed with <br />respect thereto shall be $881,250.00 or $6,250.00 per parcel; and <br />WHEREAS, the Board of County Commissioners has caused an assessment roll <br />to be completed and filed with the Clerk to the Board; and <br />P75 <br />
