PMP, County Engineer <br />SUBJECT: Resolution Authorizing Signature Authority to the Public Works Director or County <br />Engineer for Time Extensions to Agreements with the Florida Department of <br />Transportation (FDOT) <br />DATE: February 9, 2017 <br />DESCRIPTION AND CONDITIONS <br />On June 1, 2010, The Board of County Commissioners approved Resolution No. 2010-044 authorizing <br />the Public Works Director or County Engineer's signature authority to request time extensions to Local <br />Agency Program Agreements (LAPS), Joint Participation Agreements (JPAs), and Locally Funded <br />Agreements (LFAs) for roadway improvement projects with the FDOT. The Agreements contain <br />expiration dates whereby funds would no longer be available to the County if the project expired. At <br />times these Agreements must be extended on short notice if the work has not been completed, as FDOT <br />cannot reimburse the County for work completed after the expiration date. Requests for extensions are <br />routinely granted by FDOT, however scheduling between Board meetings and Agreement expiration dates <br />can be difficult. At the recommendation of the FDOT, Transportation Regional Incentive Program <br />Agreements (TRIPs), County Incentive Grant Program Agreements (CIGPs), Small County Outreach <br />Program Agreements (SCOPs), and Economic Development Transportation Funds Agreements (EDTFs) <br />additionally should be included in the authorization approval. The attached resolution provides the Public <br />Works Director or the County Engineer with specific signature authority to request extensions for all <br />LAPs, JPAs, LFAs, TRIPs, CIGPs, SCOPs, and EDTFs with the FDOT. <br />FUNDING <br />Staff will provide funding information for each project any time an agreement is submitted for Board <br />approval. <br />RECOMMENDATIONS <br />Staff recommends the Resolution be approved for the Chairman's signature delegating authority to seek <br />Agreement time extensions to the Public Works Director or the County Engineer for LAPs, JPAs, TRIPs, <br />CIGPs, SCOPs, EDTFs and LFAs with the FDOT. <br />ATTACHMENTS <br />Authorizing Resolution <br />APPROVED AGENDA ITEM FOR FEBRUARY 21, 2017 <br />C:\Users\GRANIC—l\AppDataU"al\Temp\BCL Technologies\easyPDF 71@aBCL@1805723A\@BCL@1805723A.doc <br />P87 <br />
