PROJECT NARRATIVE <br />1. Description of Proposed Project: <br />Construction of improvements to Round Island Park <br />(Indian River side west of A1A) including a paved <br />access road, vehicle and boat trailer parking lot, <br />restroom building, additional boat ramp and dock, <br />waterfront boardwalk and related improvements. <br />2. Statement of the Applicants Justification for the <br />Construction of the Proposed Project: <br />The recreation and open space element of the <br />Comprehensive Plan indicates that there is a shortage <br />of boat ramps and related facilities. <br />3. Reasoning Why FIND Should Support this Project: <br />Round Island Park is classified as a specialty park <br />offering fishing and access to the Indian River Lagoon <br />and inland water activities. The main function of this <br />park is to provide access to navigable waters. <br />4. Statement of the Direct Relationship of the Project to the <br />Waterway': <br />Access from the boat ramps to the Intracoastal Waterway <br />(ICWW) is provided by an existing east -west channel <br />that is approximately 4000 feet long. The channel <br />provides deep water access to the ICWW and is marked <br />with daybeacons. <br />5. Statement of the Direct Relationship of the Project to the <br />Maintenance of the Waterways: <br />There are very few deep water channels along the Indian <br />River that provide access to the ICWW. The spoil areas <br />adjacent to Round Island Park indicate that this area <br />has been used in the past for maintenance activities. <br />6. Statement of the Projects Benefit to Public Navigation in <br />the District Waterways: <br />Trailer parking and an additional boat ramp and dock <br />will increase and improve accessibility to navigable <br />waters. Round Island Park is located just north of the <br />Indian River/St. Lucie County line and is Indian River <br />County's closest River access point to the Ft. Pierce <br />Inlet. <br />(3-A) <br />
