General Revenue Fund up to the amount of the deficiency if the <br />deficiency does not exceed the deposits of pari-mutuel tax <br />collections to the General Revenue Fund for that particular fiscal <br />year. <br />(3) Distributions to the counties commence each fiscal year <br />on or before January 5th and continue monthly for a total of four <br />months. If on April Sth the sums distributed to the counties <br />do not equal the maximum sum to be distributed, then the Division <br />shall immediately transfer to the Pari-mutuel wagering Trust Fund <br />from the General Revenue Fund in the manner stated above, the <br />sums required to pay each county the sum to which it is entitled. <br />(4) After payments to the counties have been completed as <br />described above, all unappropriated funds in the Pari-mutuel <br />Wagering Trust Fund shall be deposited to the credit of the <br />General Revenue Fund. <br />Right of Cancellation by Voters <br />A permit to operate a horse track, dog track or jai alai fronton <br />in any county is subject to cancellation by the voters of that <br />county. Section 550.18, Florida Statutes, provides that: <br />Upon petition of twenty percent of the qualified electors <br />of any county wherein any racing has been licensed and <br />conducted . . . the county commissioners of such county shall <br />provide for the submission to the electors of such county at <br />the then next succeeding general election the question of <br />whether any permit or permits theretofore granted shall be <br />continued or revoked, and if a majority of the electors voting <br />on such question in such election shall vote to cancel or <br />recall the permit theretofore given, then the division of <br />pari-mutuel wagering shall not thereafter grant any license on <br />the permit so recalled. <br />Chapter 551, Florida Statutes, subjects a permit to operate a jai alai <br />fronton to the same conditions as a permit to operate a dog or <br />horse track. <br />History of Total Revenues and Distributions <br />The following table shows a ten year history (1981-1990) of pari- <br />mutuel revenues and the manner in which they have been distributed. <br />21 <br />
