The Commission apportions and levies County taxes and <br />controls the expenditure of all County funds, except schools <br />which are controlled by the School Board of Indian River County. <br />The budget year of the County runs from October 1 to the following <br />September 30. Operating revenue is raised from ad valorem taxes, <br />real and personal property taxes, and user fees with supplements <br />from state and federal sources. The Commission operates a County <br />Road System, water and sewer system, solid waste disposal system, <br />and public golf course and other recreational facilities, and has <br />power to establish, build, maintain, repair, protect and preserve <br />these public facilities. <br />Other elected officials serving County -wide are a Property <br />Appraiser, Tax Collector, Supervisor of Elections, Sheriff and <br />Clerk of the Circuit Court who is also the Clerk of the Board of <br />County Commissioners. <br />Population <br />The 1990 Census population of the County was 90,208, an <br />increase of 50.6% over the 1980 Census population of 59,896. Vero <br />Beach, the largest city in the County and the county seat, had a <br />1990 Census population of 17,350 an increase of 7.3% over its 1980 <br />Census population of 16,176. <br />In 1990, Indian River County ranked 31st out of 67 counties <br />in Florida in terms of total population, representing 0.7% of the <br />total state population at that time. As illustrated in the <br />following table, the population of the County has more than <br />tripled since 1960.
