Recovery of the cost of sludge will be through the monthly <br />billings to wastewater service customers of the County. <br />In summary, we conclude that: <br />o Construction of the Regional Sludge Facility is both necessary and <br />cost-effective, is technically sound, and conforms to good engineering <br />practices. <br />o The use of an annual charge of $325 per grease trap, and a volume <br />charge of $ 105 per 1,000 gallons of septage, are estimated charges <br />that recover the proportionate share of cost of these waste types. <br />o The Wastewater Treatment Division of the Utility Services Department <br />is well qualified to manage and operate the Regional Sludge Facility. <br />o The projection of revenues and costs is reasonable for the Regional <br />Sludge Facility, and will be sufficient to meet all relevant covenants <br />of the resolution authorizing the 1991 Bonds. <br />o The life expectancy of the Facility is reasonable and is expected to <br />exceed the 25 year term of the 1991 Bonds. <br />o The project to be financed out of the bond proceeds is intended to <br />ensure that the Indian River County Department of Utility Services <br />continues to comply with all local, state, and federal regulatory <br />requirements. <br />M.
