<br />The County attributes the increase in revenues for the Fiscal Years ended September 30, 1987 through September 30,
<br />1991 primarily to growth of the System and increases in Uniform Charges.
<br />The County also receives Impact Fees in connection with the System. Impact Fees are not pledged as a security for the
<br />Bonds. While the County may pledge the Impact Fees in the future, the County presently has no intention to pledge Impact
<br />Fees as security for the Bonds. Impact Fees for the last five Fiscal Years ending September 30 and through August 30,
<br />1991, are as follows:
