Appendix A <br />Indian River County, Florida General Information <br />The following information hu been provided by the County and is included only for the purpose of <br />general background information. The Series 1991 Bonds are not general obligations of the County and are <br />payable only from the specific sources described in this Official Statement. See "SECURITY AND SOURCES <br />OF PAYMENT." <br />1149 <br />Indian River County (the "County") was established in 1925 by an Act of the Legislature separating it <br />from St. Lucie County. The County encompasses approximately 497 square miles and is located in the middle <br />of Florida on the eastern coast, approximately 135 miles north of Miami, 190 miles south of Jacksonville, and <br />135 miles east of St. Petersburg. The County is bounded on the north by Brevard County, on the south by St. <br />Lucie County on the west by Osceola and Okeechobee Counties and on the east by the Atlantic Ocean. The <br />City of Vero Beach is the seat of County government and the largest city in the County. Other incorporated <br />cities located within the County are Fellsmere, Indian River Shores, Orchid and Sebastian. There are <br />approximately 100 miles of waterfront land in the County, including approximately 23 miles of Atlantic <br />beaches. <br />Government <br />Indian River County has a five -member Board of County Commissioners (the "Commission"). Each <br />member represents one of five districts, elected at large (County -wide) for staggered terms of four years. The <br />Chairman and Vice -Chairman are elected by Commission. A County Administrator is appointed by the Board <br />and is responsible for administrative and fiscal control of the resources of the County. The following is a list of <br />the Commissioners and the expiration of their respective terms. <br />N_ Office Tenn Expires <br />Richard N. Bird Chairman November, 1992 <br />Gary C. Scurlock, Jr. Member November, 1992 <br />The Commission apportions and levies County taxes and controls the expenditure of all County funds, <br />except schools which are controlled by the School Board of Indian River County. The budget year of the <br />County runs from October 1 to the following September 30. Operating revenue is raised from ad valorem <br />taxes, real and personal property taxes, and user fees with supplements from state and federal sources. The <br />Commission operates a County Road System, water and sewer system, solid <br />waste disposal system, and public golf course and other recreational facilities, and has power to establish, build, <br />maintain, repair, protect and preserve these public facilities. <br />Other elected officials serving County -wide are a Property Appraiser, Tax Collector, Supervisor of <br />Elections, Sheriff and Clerk of the Circuit Court who is also the Clerk of the Board of County Commissioners. <br />06180.2 <br />A-1 <br />
