Effective Date. <br />This ordinance shall become effective upon filing with the Florida Department of State. <br />This ordinance was advertised in the Vero Beach Press Journal, on the 16th day of <br />September , 2013, for a public hearing to be held on the lst day of October <br />2013, at which tiine it was moved for adoption by Commissioner Solari , seconded by <br />O' Bryan , and adopted by the following vote: <br />Commissioner <br />Chairman Joseph E.
