Board of County Commissioners <br />Meeting Minutes - Final February 21, 2017 <br />F. Public Works <br />12.F.1 17-0183 <br />County Administrator Jason Brown pointed out that the Final Budget Hearing <br />dates are tentative because by Florida Statutes, the School Board gets first <br />choice of dates to hold their hearings. Since the School Board has not yet set <br />the dates for their Final Budget Hearings, the County's dates may need to be <br />adjusted if there is a conflict. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner Zorc, <br />to approve staffs recommendation. The motion was carried by the following <br />vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Solari, and Commissioner Zorc <br />Award of Bid No. 2017017 Round Island Riverside Park Pavement <br />Resurfacing <br />Recommended Action: Staff recommends the Board approve award to the lowest responsive and <br />responsible bidder, Community Asphalt Corp., for $233,504.70. Staff further <br />recommends the Board authorize the Chairman to execute the agreement upon <br />review and approval of both the agreement and required public construction <br />bond by the County Attorney as to form and legal sufficiency, and the receipt <br />and approval of required insurance by the Risk Manager. <br />Attachments: Staff Report <br />Sample Agreement <br />Rich Szpyrka, Public Works Director, provided an update on the bids received <br />for the repair of the Round Island Riverside Park facilities. He stated that <br />Mancil's Tractor Service, Inc. provided the lowest bid, but because of their <br />non-compliance with Indian River County contract requirements, the Public <br />Works Department finds them to be an irresponsible bidder. <br />Vice Chairman O'Bryan appreciated the fact that it has been shown that sloppy <br />work will not be tolerated, and that there are consequences for not following the <br />bid specifications. <br />A motion was made by Vice Chairman O'Bryan, seconded by Chairman Flescher, <br />to approve staff's recommendation.
