Board of County Commissioners Meeting Minutes - Final March 7, 2017 <br />152.2 17-0236 Recommendation for Award of Bid No. 2017028 for Yard Waste Processing and <br />Disposal Services <br />Recommended Action: Approve the award of Bid No. 2017028 to Mr. Mulch for yard waste processing <br />and disposal services to start on April 1, 2017 as the lowest responsive and <br />responsible bidder meeting the specifications as set forth in the Invitation to Bid, <br />and Authorize the Chairman to execute the agreement after review and approval <br />by the County Attorney as to form and legal sufficiency, and receipt and approval <br />of the required payment and performance bonds and liability insurance <br />Attachments: Staff Report <br />IRC Purchasing Department Bid Tab for Bid No. 2017028 <br />Yard Waste Processing and Disposal Services Agreement <br />Director of Utility Services Vincent Burke used a PowerPoint Presentation to <br />summarize Bid No. 2017028 for Yard Waste Processing and Disposal Services <br />noting that INEOS New Planet BioEnergy, LLC ceased operations at the end of <br />2016. He requested the Board approve staffs recommendation with the addition <br />of authorizing the Purchasing Manager the approval authority to extend the <br />agreement for six (6) one (1) year terms at the same prices and conditions at the <br />time of renewal, by mutual agreement. <br />A motion was made by Commissioner Solari, seconded by Chairman Flescher, to: <br />(1) Approve Bid No. 2017028 to Mr. Mulch for yard waste processing and disposal <br />services beginning April 1, 2017, as the lowest responsive and responsible bidder <br />meeting the specifications as set forth in the Invitation to Bid; (2) Authorize the <br />Chairman to execute the Agreement after review and approval by the County <br />Attorney as to form and legal sufficiency, and receipt and approval of the required <br />payment and performance bonds and liability insurance; and (3) Authorize the <br />Purchasing Manager the approval authority to extend the agreement for six (6) one <br />(1) year terms at the same price and conditions at the time of renewal, by mutual <br />agreement. Purchasing Manager would approve renewal if the contractor has <br />been performing properly, if their insurance and bond is up to date, and if the year <br />extension would be in the best interest of the County. The motion carried by the <br />following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, Commissioner <br />Solari, and Commissioner Zorc <br />C. Environmental Control Board <br />16.
