To make and enter into all contracts and agree - <br />mets and do and perform all acts and deeds necessary or <br />incidenti'al to the performance of its duties and the exercise <br />of its powers. <br />n. To prescribe all terms and conditions for the <br />employment of officers, employees, and agents including but <br />not limited to the fixing of pay and classification plans, <br />benefits, and the filing of performance and fidelity bonds <br />and such policies of insurance covering itself and employees <br />as it may deem advisable. <br />o. To participate with other government agencies, <br />educational institutions, and private organizations in the <br />coordination of the activities above. <br />p. To determine and collect charges or fees for any <br />lawful purpose, including but not limited to, reviews, referrals, <br />and for providing local assistance for special services. <br />q. To select and appoint such advisory bodies as the <br />COUNCIL may find appropriate for the conduct of its activities. <br />r. To enter into contracts to provide, at cost, such <br />services related to its responsibilities as may be requested <br />by local governments within the region and which the COUNCIL <br />finds feasible to perform. <br />9. Severability. If any provision of this agreement or <br />the application of such provision to any person or circumstance <br />shall be held invalid, such invalidity shall not affect other <br />provisions or applications of this agreement which can be given <br />effect without the invalid provisions or applications, and to <br />this end the provisions of this agreement are declared severable. <br />- 10 - <br />i i1 <br />
