Matson, AICP <br />MPO Staff Director <br />FROM: Brian Freeman, AICP <br />Senior Transportation Planner <br />DATE: March 8, 2017 <br />SUBJECT: Consideration of the 2017 Title VI Program Update for Public Transportation <br />It is requested that the information presented herein be given formal consideration by the Board of <br />County Commissioners at its regular meeting of March 21, 2017. <br />DESCRIPTION, CONDITIONS, AND ANALYSIS <br />Title VI of the Civil Rights Act of 1964, as amended, prohibits discrimination on the basis of race, <br />color or national origin in programs or activities receiving federal financial assistance. As a direct <br />recipient of federal public transportation funds, Indian River County is required to submit a Title VI <br />program to the Federal Transit Administration (FTA). The purpose of the Title VI program is to <br />document the methods by which Indian River County ensures that its transit services are provided in <br />a nondiscriminatory manner. <br />Federal regulations stipulate which elements must be included in the Title VI Program. For Indian <br />River County, the Title VI program includes a description of the county's complaint process, a <br />limited English proficiency (LEP) population analysis, and transit service standards and policies. The <br />update also includes an analysis of the level and quality of transit service provided for minority and <br />low-income areas (see Appendix Q. This quality of service analysis was originally prepared as part <br />of the Transit Development Plan Major Update approved by the MPO in September 2013. <br />The Title VI program must be updated every three years. Indian River County's current Title VI <br />program expires on April 1, 2017.The attached document complies with the requirements issued by <br />FTA for Title VI programs. In order for Indian River.
