3. ACTIVITY CENTERS CHOSEN FOR ANALYSIS <br />The Indian River County Metropolitan Planning Organization (MPO) and Indian River <br />Transit (IRT) staff selected the activity centers for the analysis based on guidance from the <br />Agency Reporting Guide provided by the FDOT. Because the MPO is considered a small <br />MPO, with a population under 200,000 in the urbanized area, the following guidelines were <br />used to select the activity centers: <br />• A representative location in the Central Business District (CBD) <br />• A shopping center <br />• A university or community college (if present) <br />• A hospital <br />• A residential neighborhood <br />• A large employment center outside the CBD <br />Nine activity centers were identified for this analysis.
