4. EVALUATION OF SERVICE MEASURES <br />As previously mentioned, there are six transit service measures identified in the TCQSM for <br />evaluating the quality of service provided by transit systems in Florida. Each measure is a <br />category for transit level of service (LOS). Each of the service measures identified in Table 1 <br />is assigned a LOS grade (similar to the highway LOS) from "A", representing the best <br />service, to "F", representing the worst level of service. It is important to note that the LOS is <br />based on the perspective of the transit rider. All of the measures, with the exception of <br />service coverage, are to be applied for a typical weekday P.M. peak period, with service <br />coverage addressed on a weekday basis. <br />A. SERVICE FREQUENCY LOS <br />The service frequency for urban scheduled bus service is measured by determining the <br />headways of the bus routes. Headway refers to the time between buses at the same <br />stop.
