Brown; County Administrator <br />THROUGH: Stan Boling, AICP; Community Development Director <br />FROM: Phil Matson, AICP; MPO Staff Director <br />DATE: March 9, 2017 <br />SUBJECT: Authorization of the First Martin County Invoice for Development of the 2040 <br />Regional Long Range Transportation Plan (RLRTP) <br />It is requested that the information herein presented be given formal consideration by the Board of <br />County Commissioners at its regular meeting of March 21, 2017. <br />DESCRIPTION & CONDITIONS <br />In 2006, the Florida Legislature enacted growth management legislation (Senate Bill 360) that <br />provided new funding for regional roadway projects. In order to receive this funding, known as <br />TRIP funds, the MPO was required to enter into an interlocal agreement with the Martin and St <br />Lucie MPOs. Under the terms of that agreement, the three MPOs established a board with 2 MPO <br />members from each county, known as the TCTC; established an advisory committee to the TCTC <br />known as the RAC (Regional Advisory Committee); and developed a Regional Long Range <br />Transportation Plan (RLRTP) and Priority List. <br />In 2013, the results of the 2010 Census were published by the Census Bureau. According to the <br />2010 Census the southernmost portion of the Sebastian -Vero Beach Urbanized Area was determined <br />to be "Contiguous" to the St. Lucie/Martin Urbanized Area. In response, FDOT urged the three <br />MPOs to consider merging into a single MPO. In lieu of merging, FDOT informed the MPOs that <br />they could retain their autonomy if they engaged in a number of regional coordination tasks, <br />including performing a Regional Long Range Transportation Plan Update which includes <br />Regional/TRIP program eligible priority list. <br />Undertaking the Regional Long Range Plan also qualifies the MPO to receive TRIP funds, a program <br />which has yielded approximately $15 Million for road projects in Indian River County (including the <br />widening of Oslo Road, CR 512, and 66t1i Avenue). Subsequently, on February 3, 2016, the Indian <br />River MPO entered into a Memorandum of Understanding (MOU) with the St. Lucie and Martin <br />MPOs for development of a 2040 Regional Long Range Plan. The Cost ofthat plan, $60,000, was to <br />be split evenly between the three MPOs.
