WABASSO CORRIDOR PLAN <br />acres of wetlands and additional scrub that were deeded to the County for conservation associated with <br />private off-site mitigation projects. Wabasso also includes portions of the Indian River Lagoon, an <br />estuary of national significance. The lagoon provides habitat for many rare and endangered species of <br />plants and animals, as well as numerous recreational opportunities. <br />West Wabasso Community Information and Improvements (1995-2016) <br />Compared to the rest of the Wabasso Corridor Plan area, West Wabasso has a higher percentage of <br />extremely low, very low, and low income residents. Based on an income survey done in 2016 by a <br />consultant for a CDBG project within West Wabasso, of the 70 households surveyed 44 were extremely <br />low income (62%), 19 were very low income (27%), 6 were low income (8%) and only 1 ( less than 1%) <br />exceeded the low income limit. Per 2010 census information on a countywide basis 25% of the county <br />population were extremely low income and very low income and 12% were low income. <br />Currently, some of the housing units within West Wabasso are in sub -standard condition. There are also <br />drainage problems in a couple of areas as identified by residents. Prior to 1995 most of the roads in West <br />Wabasso were not paved, the community was on well and septic tanks with a very poor water quality, <br />there were drainage issues in many neighborhood areas, and West Wabasso Park was minimally <br />improved. Since 1995, the county applied for several grants and also spent local funds to improve <br />conditions in West Wabasso. <br />After the August 2016 community meeting, staff researched and prepared a list of West Wabasso <br />Community Improvements between 1995-2016 (see below). Since 1995, over time, numerous public <br />improvement projects/activities have been completed in West Wabasso including: <br />• Road paving and drainage improvements <br />. Potable water and sanitary sewer service <br />• Pavilions, walking trails, basketball courts, tennis courts in West Wabasso Park <br />• Improvements at Dasie Hope Center <br />Street lighting <br />Sidewalk along 64th Avenue <br />• Residential rehabilitation/roof repairs <br />• Demolition of abandoned homes <br />• Improvements at old Douglas School (Douglas Headstart Center) <br />As shown on the following table, from 1995-2016 a total of $4,597,353.21 was spent on improvements <br />in West Wabasso. Of that total $3,224,605.05 was from various grants and $1,372,748.16 was from <br />county funds. <br />INDIAN RIVER COUNTY PAGE 4 <br />P246 <br />
