DESCRIPTION & CONDITIONS: <br />Because of the recent slowdown in growth and development activity, <br />county staff have attempted to identify actions and initiatives <br />which could promote economic development. This has involved a <br />cooperative effort of the administrator's office, attorney's <br />office, the budget office, the community development department, <br />the public works department, and the utilities department. <br />Working separately and meeting jointly, this group has identified <br />a number of activities which could enhance growth and economic <br />development in the county. Ranging from land development <br />regulation (LDR) amendments to changes in development review <br />procedures, these activities will provide an environment more <br />conducive to economic development. While some of these changes <br />require action by the Board of County Commissioners, most can be <br />undertaken at the staff level. In fact, some have already been <br />implemented. - <br />As a result of its analysis, staff proposes four broad categories <br />of action. These are: LDR amendments, development review <br />procedural changes, capital improvement project initiatives, and <br />economic/fiscal incentives. Specifically, the proposed actions are <br />as follows: <br />LDR Amendments <br />- change concurrency requirements to allow 90 day grace <br />period after site plan approval for payment of impact <br />fees (already included in current LDR amendment package) <br />- expand conceptual plan approval options (already included <br />in current LDR amendment package) <br />- amend LDR's to allow payment of impact fees at time of <br />building permit (proposed for inclusion in current LDR <br />amendment package) <br />- modify thresholds for administrative approvals, minor <br />site plans and major site plans (under consideration for <br />next round of LDR amendments)- <br />- change certain uses from special exceptions to <br />administrative permit uses (under consideration for next <br />round of LDR amendments) <br />- revise non -conformity requirements (under consideration <br />for next round of LDR amendments) <br />Development Review Procedural Changes <br />- allow applicant response at technical review committee <br />(TRC) meetings (already implemented) <br />reduce department review time for development <br />applications (being implemented) <br />- initiate a permit/project review process evaluation <br />procedure to be completed by applicants (under <br />consideration) <br />- prepare helpful, easy -to -understand application packets <br />(in progress) <br />31 <br />back 8 7 f'w�tiE0 <br />
