DeBraal, Deputy County Attorney <br />Kate Pingolt Cotner, Assistant County Attorney <br />IA <br />County Attorney's Matters - B.C.C. 5.9.17 <br />Office of <br />INDIAN RIVER COUNTY <br />MEMORANDUM <br />TO: Board of County Commissioners <br />FROM: Dylan Reingold, County Attorneyâś“' <br />DATE: May 4, 2017 <br />SUBJECT: Resolution Amending Utilities Sludge and Septage Rate <br />BACKGROUND. <br />ATTORNEY <br />On May 2, 2017, the Board of County Commissioners of Indian River County (the `Board") directed the <br />County Attorney's Office to draft a resolution amending the Indian River County Department of Utility <br />Services Schedule of Water and Sewer Rates, Fees and Other Charges to increase the sludge and septage <br />rate charge per wet ton from $7.51 to $15.00. The Board requested that the resolution be presented at the <br />Board's May 90 meeting. The increase in the rate is necessary in order to more closely match the <br />revenues with expenses at the biosolids dewatering facility. The current rate covers just under fifty <br />percent of the expenses. Per the Board's direction, the County Attorney's Office has drafted the attached <br />proposed resolution. Per the resolution, the rate will go into effect upon execution of the resolution. <br />FUNDING. <br />The combination of the reduced flows into the biosolids dewatering facility and the increase in the rate <br />results in average revenues of $335,000 per year. Prior to the rate change, revenues averaged $508,000 <br />per year. The average annual shortfall after the rate increase is approximately $624,000. Before the rate <br />change it was $635,000. Therefore, the expected shortfall after this change should be similar to the <br />current shortfall experienced at the biosolids dewatering facility. <br />RECOMMENDATION. <br />The County Attorney's Office recommends that the Chair allow for public comment on this matter and <br />then have the Board vote to approve the resolution as drafted. <br />ATTACHMENTS. <br />Proposed resolution <br />Biosolids Revenue and Expense Analysis <br />P127 <br />
