Stormwater Engineer <br />SUBJECT: Recommendation of Award of Contract for Lateral D Canal Restoration (Bid <br />#2017038) <br />DATE: April 26, 2017 <br />DESCRIPTION AND CONDITIONS <br />The County owns and operates a large pump station inside Indian River Farms Water Control District <br />(IRFWCD) Lateral D Canal right-of-way on 4th Street, west of 74th Avenue. The station pumps canal <br />water to Egret Marsh Stormwater Park for nutrient removal as part of the County's efforts to reduce <br />pollution into the Indian River Lagoon. The transmission system incorporates an automatic air/vacuum <br />valve to protect the pipe and pump from damage due to water hammer forces and to prevent pipeline <br />collapse due to sudden pressure loss. Sometime during the October 2016 Hurricane Matthew event, the <br />air/vacuum valve failed, allowing water in the pipeline to exit through the valve for an undetermined <br />time. The escaping water volume was such that a significant amount of soil below the articulated block <br />mats lining the canal was displaced, causing several of the mats to buckle and become displaced from <br />their original installed position. IRFWCD is requesting the damage repaired and the mats reinstalled to <br />original line and grade to reestablish a smooth flow path for water as it travels down the canal. <br />Construction bids were advertised for the repair work on March 19, 2017 and bids were received on <br />April 12, 2017. A mandatory pre-bid meeting was held at the project site on March 28, 2017 and four <br />construction contractors attended the meeting: Kiewit Corporation; Clear Zone Maintenance, Inc; <br />Underwater Engineering Services, Inc.; and Timothy Rose Contracting, Inc. A single bid was submitted <br />by Timothy Rose Contracting, Inc. for $165,700.66.
