Szpyrka P.E., Public Works Director <br />FROM: Keith McCully, P.E., Stormwater Engineer#kv <br />SUBJECT: Recommendation of Award of Contract for Reinforced Concrete Wall Sawing <br />and Duperon FlexRake Rehabilitation at PC Main Screening System (Bid <br />#2017049) <br />DATE: April 26, 2017 <br />DESCRIPTION AND CONDITIONS <br />Improvements are necessary at PC Main Screening System to improve movement ofwater lettuce, other <br />aquatic plants, and debris into the screening system and to repair a damaged FlexRake. The efforts will <br />result in significantly increased removal efficiency, reduced staff time per harvest event, and reduction <br />of potential staff injuries during harvests events. The project was originally bid for construction in <br />November 2016 but no bids were received. The bid title was revised to emphasize the Project's <br />concrete wall sawing aspect and rebid on December 18, 2016. The second bidding cycle resulted in one <br />bid being rejected for not submitting a bid bond (said bidder being Costello Brothers Marine <br />Construction, Inc.) and the remaining bidder being rejected for refusing to provide mandatory <br />information requested in the bid form. Consequently, the project was bid again on March 9; 2017 and a <br />single bid (from Costello Brothers Marine Construction, Inc.) was received on March 31, 2017. <br />The Costello Brothers Marine Construction, Inc. (Costello) bid amount is $149,058. Staffs project <br />estimate was $150,000. Staff is familiar with Costello, which installed anew Harvest FlexRake at Egret <br />Marsh Stormwater Park and was a subcontractor for sheet pile driving for Osprey Marsh Algal Turf <br />Scrubber construction. To staff's best knowledge, Costello performed well on both projects. <br />Staff reasonably believes that Costello and its concrete wall cutting subcontractor are capable of <br />performing the work required by this project. We view the issue of Costello being a licensed <br />Residential Contractor rather than a General Contractor to be insignificant for this project based on its <br />marine heavy construction type experience. <br />FUNDING <br />Funding for this project is budgeted in Account No. 31524338-066510-16001 (Optional Sales Tax <br />Funds/Public Works/PC Main Relief Canal Upgrade) <br />C:\Users\GRANIC-1\AppData\Local\Temp\BCL Technologies\easyPDF 7\@BCL@B0055944\@BCL@B0055944.doc <br />P73 <br />
