Boyer, P.E., Utilities Engineer <br />Subject: Approval of Work Authorization No. 2017-004 to Replace a Water Main in Heron <br />Cay Mobile Home Park: Longpointe Court <br />DESCRIPTIONS AND CONDITIONS: <br />Indian River County Department of Utilities Services (IRCDUS) has recently been called to the Heron Cay <br />Mobile Home Park for emergency repairs to a water main loop around Longpointe Court. Since the existing <br />water main's construction in 1984, mobile homes have been installed overthe main. In some cases, IRCDUS <br />personnel must enter the crawl space under the mobile homes to effect repairs thus exposing IRCDUS staff <br />to hazardous working conditions. <br />As a result of repeated water main breaks and safety issues related to necessary repairs, IRCDUS staff have <br />elected to construct a new water main along Longpointe Court. The new water main and related services <br />will minimize future service interruptions to the 16 affected customers and be more accessible in the event <br />repairs are necessary. <br />ANALYSIS: <br />Staff has determined the most efficient and timely method to replace the subject water main was to utilize <br />the IRCDUS labor contractor, Blue Goose Construction. A list of the anticipated labor and materials quantities <br />was prepared and bid prices from the Blue Goose Construction contract was used to calculate the labor <br />expense. The total material cost was based on unit prices derived from the Annual Contract for Utility <br />Warehouse Stock. Construction cost breaks down as follows: <br />1. Labor Expense (Blue Goose Construction): $59,334.17 (Attachment 1) <br />2. Materials: $19,186.20 (Attachment 2) <br />Total Construction Cost: S78,520.37 <br />FUNDING: <br />Funding for this project is derived from the capital budget in the operating fund. The operating fund budget <br />is derived from water and sewer sales. <br />P93 <br />
